## EPA Proposes Letting Dirty Clean Coal Plants Poison Our Water (Again)

Let’s be honest for a second about dirty clean coal. The name “Environmental Protection
Agency” implies that the organization actually protects the environment. However,
the latest news coming out of Washington suggests a very different agenda. Instead
of safeguarding our taps, the EPA is currently proposing to let [coal plants](https://greenlivingguy.com/2018/12/coal-plants-and-their-environmental-impact-explored/)
off the hook. Specifically, they want to roll back protections that prevent toxic
wastewater from being dumped directly into our rivers and lakes.

Consequently, we are looking at a massive step backward for public health. This
isn’t just a minor administrative tweak. On the contrary, it is a “Big Coal handout”
that threatens the very water we drink and the ecosystems we love. Therefore, we
need to dive into exactly what is happening and why this matters for your family.

## The 64% Progress We Are About To Lose from Dirty Clean Coal

For years, advocates have fought for stricter limits on what coal plants can flush
away. Finally, in 2024, the Biden administration adopted updated Steam [Electric](https://greenlivingguy.com/2020/02/improving-electric-vehicle-sales-may-require-solving-unique-chicken-and-egg-problem/)
Effluent Limitation Guidelines (ELGs). These rules were a huge deal. For example,
they were projected to keep hundreds of millions of pounds of [pollutants out of U.S. waters](https://greenlivingguy.com/2019/04/why-use-fracked-gas-when-renewables-work-great/).
In fact, these [protections could have reduced toxic pollution](https://greenlivingguy.com/2015/02/border-air-pollution-protecting-communities-and-health/)
by a staggering 64%. Again dirty clean coal!

![Clear water with rounded stones on the left side transitioning to darker water

uploads/2026/07/IMG_3158.webp?resize=780%2C624&quality=50&ssl=1 "IMG_3158 - The
Green Living Guy")

However, the current EPA leadership is now moving to “reconsider” these limits.
Meanwhile, they claim this is necessary to unleash American [energy](https://greenlivingguy.com/2018/10/9-easy-ways-to-save-money-on-business-energy-expenses/)
and keep costs low. But at what cost to our health? Because of this proposal, dirty
clean coal plants would be allowed to continue using outdated treatment technology.
Consequently, highly contaminated wastewater will keep flowing into the waterways
that support fishing, recreation, and municipal drinking water.

## Dirty Clean Coal: A Toxic Cocktail in Your Tap

When we talk about coal plant wastewater, we aren’t just talking about dirty water.
Specifically, we are talking about a toxic cocktail of heavy metals. These include
arsenic, mercury, lead, and selenium. Furthermore, these substances don’t just disappear
once they hit the river. Instead, they linger in the [environment and ](https://greenlivingguy.com/2014/03/food-cycle-science-debuts-residential-indoor-composting-solution/)
bio-accumulate[ in the food](https://greenlivingguy.com/2014/03/food-cycle-science-debuts-residential-indoor-composting-solution/)
chain.

### The Health Impact of Arsenic and Lead

First, let’s look at arsenic. It is a known carcinogen linked to skin, bladder,
and lung cancers. Additionally, it causes cardiovascular disease. Meanwhile, lead
is even more insidious. Lead damages the nervous system and is particularly dangerous
for children. Specifically, it reduces IQ and causes developmental delays. Because
there is no safe level of lead exposure, any policy that allows more of it into
our water is a direct threat to the next generation.

### Mercury and Developmental Damage

Secondly, mercury is a major concern. Mercury harms the brain and nervous system,
especially in fetuses. Consequently, this is why we see so many fish consumption
advisories across the country. If the EPA allows more mercury discharge, those advisories
will only become more common. Therefore, moving [toward clean energy](https://greenlivingguy.com/2025/04/green-online-casino-a-step-towards-sustainability/)
versus dirt clean coalis more urgent than ever. If you want to see what the future
of clean transport looks like, check out my [Mazda CX-30 Turbo Aire Edition test drive results](https://greenlivingguy.com/2026/05/mazda-cx-30-turbo-aire-edition-2026-test-drive-results).

## Coal Ash: The Ghost in the Groundwater from Dirty Clean Coal

The problem isn’t just the water being dumped into rivers. Additionally, we have
to deal with coal ash. This is the toxic dust left over after coal is burned. For
decades, utilities have stored this waste in unlined pits. Consequently, these pits
leak. In fact, industry data shows that coal ash is contaminating groundwater at
91% of U.S. coal plants.

Despite this terrifying statistic, the EPA is proposing to gut the coal ash rules
for that dirty clean coal. For instance, the new proposal would give state agencies
broad discretion to weaken monitoring. Moreover, it would allow companies to move
monitoring wells further away from the dump sites. Essentially, this creates a “
zone of contamination” where pollution can hide.

![An illustrated cross section showing a wetland plant with labeled soil and water
layers highlighting coal ash seepage in groundwater From dirty clean coal](https://

2C854&quality=50&ssl=1 "IMG_3159 - The Green Living Guy")

This is especially troubling when you consider the [urgent need for action regarding wetland loss](https://greenlivingguy.com/2020/07/wetland-loss-the-urgent-need-for-action).
Wetlands act as natural filters for our water, but they can’t handle a constant
onslaught of heavy metals from leaking coal ash ponds.

## Why Energy Efficiency Is the Real Solution

The industry often argues that these environmental protections are too expensive.
They claim that we need to relax these rules to keep the lights on. However, we
know that [energy efficiency is now the world’s number one fuel source](https://greenlivingguy.com/2018/11/energy-efficiency-is-now-worlds-number-one-fuel-source).
Instead of propping up a dying, toxic industry like dirty clean coal! That’s because
we should be doubling down on efficiency and renewables.

Furthermore, the transition to [electric vehicles and clean power](https://greenlivingguy.com/2014/02/how-solar-powered-cars-can-become-part-of-the-future/)
is already happening. While Big Coal begs for the right to poison our water, companies
are innovating with better [battery tech and cleaner grids](https://greenlivingguy.com/2016/06/bmw-battery-energy-storage-system-announced-at-evs29-montreal/).
We don’t need to choose between affordable [electricity and clean water](https://greenlivingguy.com/2013/06/workers-from-usa-want-their-companies-to-take-more-action-to-protect-the-environment-2/).
Consequently, these [rollbacks](https://greenlivingguy.com/2019/12/environmental-rollback-monitors-all-over/)
are not just dangerous; they are unnecessary.

## Advocacy as Part of Your Green Living Tips

You might be wondering what you can do about this. While it feels like a massive
bureaucratic machine, your voice actually matters. Advocacy is one of the most important
[green living tips I can give](https://greenlivingguy.com/2018/01/features-of-a-good-birdhouse-give-a-bird-a-home/)
you. Supporting policies that protect our [water is just as important as recycling](https://greenlivingguy.com/2020/06/sam-waterston-oceana-demand-plastic-free-choices-video/)
or choosing an EV.

### 1. Submit a Public Comment

The EPA is accepting public comments on the new coal ash rule through June 12, 2026.
Therefore, you have a window of time to tell them that you [value clean water](https://greenlivingguy.com/2022/11/sustainable-buildings-why-property-owners-value-them-highly/)
over dirty clean coal utility profits. Organizations like Earthjustice and Waterkeeper
Alliance have tools to help you send these messages easily.

### 2. Protect Your Home Water

While we fight the big battles, you need to protect your family now. Specifically,
consider high-quality [water filtration systems](https://greenlivingguy.com/2021/01/is-a-sprinkler-system-a-good-investment/)
that are certified to remove heavy metals. Although it shouldn’t be your responsibility
to filter out industrial waste, it is a necessary precaution in 2026.

### 3. Support Clean Energy

Every time you choose a hybrid or an EV, you are reducing the demand for coal-fired
power. Whether you are looking at the [Toyota RAV4 Hybrid](https://greenlivingguy.com/2017/05/test-drive-results-2017-toyota-rav4-hybrid-electric-car)
or a newer plug-in model like the [Honda Clarity](https://greenlivingguy.com/2019/10/test-drive-results-honda-clarity-plugin-hybrid-electric-car-austin-city-limits-2019),
you are part of the solution.

## The Burden on Fenceline Communities

We cannot discuss this issue without mentioning environmental justice. Specifically,
the burden of these rollbacks falls hardest on “fenceline” communities. These are
often low-income neighborhoods and [communities of color](https://greenlivingguy.com/2022/02/greenpeace-us-responds-to-fossil-fuel-industry-plans-to-grow-plastic-demand/)
located right next to coal plants. Consequently, these residents have already endured
decades of pollution.

To tell them they have to wait another five years for [clean](https://greenlivingguy.com/2026/08/england-water-reservoir-drought-impact-on-supply/)
water is an insult. Furthermore, it ignores the cumulative health impacts these
families face. Therefore, we must stand in solidarity with these communities to
demand that the EPA does its actual job.

## Conclusion: Clean Water is a Human Right

Ultimately, water is life. There is no way around that. When the EPA proposes letting
[coal plants poison our water](https://greenlivingguy.com/2014/02/raritan-bay-lead-cleanup-progress-and-updates/)
again, they are gambling with our health. Because we have the technology to clean
up this wastewater, there is no excuse for these rollbacks.

We have seen the progress we can make. We know that a 64% reduction in pollutants
is possible. Consequently, we must not let this “Big Coal handout” become the new
reality. Stay informed, stay active, and let’s [keep pushing for a truly green](https://greenlivingguy.com/2022/11/why-keeping-your-surrounding-wild-is-essential-for-maintaining-a-healthy-ecosystem-for-all/)
future.
