Smart growth policies protect health and the environment, strengthen local economies, and are often highlighted through Smart Growth Achievements.

WASHINGTON – The U.S. Environmental Protection Agency (EPA) today recognized five communities with the 2011 National Award for Smart Growth Achievement. Through this award, EPA acknowledges and supports communities that use innovative policies and strategies to strengthen their economies. Moreover, these communities provide sustainable housing and transportation choices and protect the environment. The award winners show how communities of any size can use smart growth to become dynamic places to live, work, and play.

Smart growth policies include improving transportation choices to include walking, bicycling and public transit. Also, they promote the safe redevelopment of potentially contaminated areas in local neighborhoods and reduce polluted stormwater runoff into area rivers and streams. These practices help protect Americans’ health and the environment. Furthermore, they strengthen local economies.

β€œSmart growth is a crucial strategy for tackling the environmental and economic challenges we face in the 21st century, and the communities we’re recognizing this year are leading the way with their successes,” said EPA Administrator Lisa P. Jackson. β€œBy bringing together traditional ideas, innovative technology and commonsense planning, these communities are giving residents and businesses places that are healthier, safer and more economically and environmentally sustainable.”

The 2011 National Award for Smart Growth Achievement recognized communities in five categories: planning and development strategies that prioritize sustainable growth, innovative approaches to land use, community engagement practices that foster inclusivity, economic revitalization efforts that enhance local economies, and environmental protection initiatives aimed at preserving natural resources. These awards highlight the importance of smart growth principles in creating vibrant, resilient communities. Such communities are prepared to meet the challenges of the future while promoting social equity and overall quality of life for their residents.

Overall Excellence

Old North St. Louis Revitalization Initiative, St. Louis, Mo.
Community leaders redefined and rebuilt the historic neighborhood of Old North to attract new residents and stimulate economic growth. Through collaborative efforts, they successfully implemented a variety of projects, including the restoration of historic buildings and the introduction of new commercial spaces. These initiatives not only fostered a sense of community pride but also created job opportunities and increased foot traffic in local businesses. They accomplished this revitalization while maintaining the neighborhood’s distinctive character and rich cultural heritage. In addition, this ensured that both long-time residents and newcomers could appreciate the unique charm that Old North offers.

Smart Growth and Green Building

Additionally, the integration of pedestrian-friendly pathways and cycling lanes will foster a culture of active transportation and improve public health and safety. This holistic approach not only addresses the immediate needs for connectivity but also lays the groundwork for long-term economic resilience. Moreover, it further supports local businesses and attracts new investments that contribute to a vibrant community fabric. Ultimately, Plan El Paso is committed to creating a cohesive urban landscape where all residents can thrive. This allows everyone to access essential services and opportunities.

Rural Smart Growth

Maroney Commons, Howard, S.D.
This small town revitalized its downtown with a cutting-edge green building that houses training for green energy and rural health care jobs. Also, it creates a hub of opportunity for its residents. The facility not only serves as a training center but also acts as a model for innovative environmental approaches. It showcases how sustainable practices can be seamlessly integrated into community development. Through workshops and partnerships with local organizations, the facility promotes eco-friendly initiatives that encourage community engagement and knowledge sharing. As the town embraces these progressive strategies, it positions itself as a leader in environmental sustainability. This ultimately spurs economic development. It attracts new businesses and residents eager to be part of this transformative movement.

Civic Places

Uptown Normal Roundabout, Normal, Ill.
Originally designed to manage traffic, the Uptown Normal Roundabout has evolved into a vibrant civic gathering place that hosts a variety of community events, cultural festivals, and social gatherings. The roundabout’s unique design not only improves traffic flow but also encourages pedestrians to explore the charming shops and cafes nearby. As a result, it increases business for local stores, creating a rich atmosphere where residents and visitors can connect, shop, and enjoy local cuisine. Over the years, the roundabout has become a central hub of activity, fostering a sense of community and pride among the residents of Normal.

This year’s winners were selected from a pool of 68 applicants from 27 states. The winning entries were selected based on their effectiveness in creating sustainable communities. They were also chosen for creating a robust public involvement process and generating partnerships among public, private, and nonprofit stakeholders. Finally, the winners serve as national models.

EPA created the National Award for Smart Growth Achievement in 2002. This award recognizes exceptional development approaches. These approaches protect the environment, foster economic vitality, and enhance quality of life. In the past 10 years, 47 winners from 24 states have emerged. They illustrate the diverse ways states, regions, cities, suburbs, and small towns can achieve vibrant and responsible development. EPA’s Office of Sustainable Communities (OSC) manages the award program. OSC helps communities turn visions into reality. It provides research, tools, partnerships, case studies, grants, and technical assistance.
